A few houses might be open after 11am, but not all the WLs will be in. Best time is 2pm-7pm. But Petain is very run down and a bit smelly and dirty. Definitely feels more like JB or Indonesia than Singapore. The WLs are also older, mostly in their 30s, 40s, or even 50s ( it can be a bit of a shock to see old ladies still plying this trade ).
