As a foreigner, u need to notify the District Police on how long you will be staying there. This only applies when you have a valid visa. The distirct police will give you a `So, Khai Bao Tam Tru, Tam Vang' . With that, you can officially stay there.

Singaporeans don't need VISA to stay in VN for up to 30 days, so its possible for you to register with the local ward police. The only thing is like what you said, u need to renew it monthly.
