This the new rules for foreigner to purchase house in Vietnam. I am not sure whether any seniors here have a better way to work around the rules
The five-year pilot program allowing foreigners to own apartments in Vietnam will come into effect on January 1, 2009. The plan is only for apartments, and in the event that the pilot program is not extended after its initial five years, those who have already purchased apartments would be allowed to keep them. Foreign organizations and individuals are allowed to buy and own an apartment in a commercial housing development project. Foreign individuals can own an apartment for 50 years and extend ownership once for another 70 years. They must have documents that prove that they will stay here � or that they already have stayed here � for at least one year. Each foreigner can own only one apartment at a time. Foreign organizations can own an apartment for as long as the period specified in their investment license. The five groups eligible to buy apartments are: ■ Individuals who invest directly in Vietnam or who are hired for management positions by local or foreign-invested companies in Vietnam; ■ Foreigners who receive certificates of merit or medals from the president or government for their contribution to the country; ■ Foreigners who work in socio-economic fields, hold a bachelor�s degree or higher and who possess special knowledge and skills that Vietnam needs; ■ Foreigners who are married to Vietnamese residents; ■ Foreign-invested enterprises operating in Vietnam that need to buy houses for employees. This group excludes companies operating in the real estate sector. If a foreigner is gifted with or inherits a home in Vietnam, he or she can only choose to own an apartment; for other forms of housing, he or she can only receive the equivalent value in money. Foreigners must sell or gift their apartments within 12 months of ownership expiration. Foreigners can sell or gift their apartments 12 months after they receive the ownership certificate. Foreigners who must leave Vietnam before the end of the 12 months can sell or gift their apartments earlier. Foreigners can use their apartments as security for bank loans. |

The NA resolution, which will take effect next year, limits the ownership period to a maximum of 120 years, including 70 years of extended ownership after the initial 50.
Richard Leech, executive director of CB Richard Ellis (CBRE) Vietnam, said he did not know �why [officials and lawmakers] spent so much time discussing foreign ownership.� �It�s not buying. It�s a 50- to 70-year rent,� Leech said. Choi Chul Gyu, chief executive officer of South Korean Infinity Design and Construction Company, said the policy �doesn�t open wide enough.� �I guess just a few foreigners will both qualify and have the demand,� he said. �The government should consider making more foreigners eligible too.� Around 10,000 out of some 80,000 foreigners living in Vietnam will be eligible for apartment ownership. Those eligible include investors, foreigners with Vietnamese spouses, and those who �possess special knowledge and skills that Vietnam needs.� Jimmy Won, managing director of the South Korean Dongjin Company, said he was �happy� about the new policy. �I want to stay here for a long time, but the rent is too high,� he said. Graham Potter, director of marketing and business develop ment at Long Hai Security Services Joint Stock Co. in Ho Chi Minh City, called the initiative �a step in the right direction� but still insufficient. �I have resided and worked legally in the city for 13 years and always paid personal income tax, but it seems that I still don�t qualify to have my own house here,� said Potter, who currently rents a house in HCMC�s Phu Nhuan District. He said allowing foreigners to owna house would benefit Vietnam a great deal. �This law should be expanded to people who are considering retiring in Vietnam,� he suggested. �They will spend their money in Vietnam and will continue supporting the country and its people.� Market unchanged This is what i extracted from a website which may be useful for any brudders who intend to buy a house in Vietnam. Unless you intend to have a BX in HCM or set up business there to qualify. Nguyen Manh Ha, director of the Construction Ministry�s Housing Management, said there would be no price increases immediately following the program�s approval as the number of foreign buyers waslimited and apartment supply was soaring. Vo Dinh Quoc, CEO of ABLand Real Estate Investment Company, said he expected the policy would have long-term effects. �More and more investors will come to Vietnam, creating more demand for foreign ownership.� But for now, Leech from CBRE Vietnam said, the approval was �not going to have any clear impact on the market.� |

I pick my gal cos she wore different uniform than the rest of the gals, even though she looked older (24) than the rest of the SYTs. we left to ben thanh market to buy fruits and enough sweets to destroy the teeth of my family Day 1 evening : went for Dinner and Karaoke with Ms K. (her name) Day 2 : she not responding , so went back to shop to look for her. Picked her friend who did either u or friend the day before. had a good time there as well. Day 3 : I had a 1 PM flight , she smsed me and I went down there at 10.30 am after breakfast. Made a "good impression" Left for Singapore a happy man |
