Vietnam will, for the first time, permit inns (a sort of mini-hotels) to sell or provide free condoms next January to prevent HIV/AIDS spread, local newspaper Vietnam News reported Thursday.

Under a law on HIV/AIDS slated to come into effect from Jan. 1, 2007, Vietnam will allow the sales and distribution of condoms, regarding it as a harm reduction method. Now, condom sales and distribution are not allowed in mini-hotels since many of them shelter prostitution.

Many local experts said besides prostitutes and sex buyers, many couples rent rooms at mini-hotels, so it is necessary to legalize condom sales and distribution in the facilities so that they can avoid unwanted pregnancies and sexually-transmitted diseases.

Vietnam has annually seen roughly 39,000 new HIV infection cases in recent years, according to a report of the Joint United Nations Program on HIV/AIDS (UNAIDS). Now, there are nearly 300, 000 Vietnamese people living with HIV/AIDS, mostly among high-risk groups, including drug addicts, prostitutes and gays.

Vietnam plans to reduce the HIV/AIDS infection rate among its 83-million population to below 0.3 percent by 2010, and keep it unchanged after 2020.

-Any bro got any suggestion for calling vietnam cheaper? I am currently using Singtel Hello Card at 40cents/min. Starhub Prepaid cost near to $1/min.

Hi bro,
Hv u tried those calling cards, its really cheap man!!!. I bought 1 called phoenix which has a face value of S$10 but only pay S$8.50. I can use it to call China for 240mins. NOt sure for Vietnam though!!

All i know is that for some place its cheaper to call. For example thailand, indon, china etc. But for vietnam it is more ex. So for phoenix card, it may only allow one to call vietnam for maybe around 25mins ???
If one go to those hp shop or bk shop etc, it normally cost $8.50 to $9 for face value of $10. If one go to 7-11, then face value and what u pay is the same.

I'm using this too. The sound quality is excellent compare to the rest.

will be back to HCMC later in the afternoon. First thing is to drop by Hotel +++yo for a good massage.

Last trip I went, rates:
Massage: 100k
HJ: 200k

What I paid:
Massage: 200k(2 hr session)
HJ: 300k

Will be there for a month again.

No CA service. What else to do? Maybe this time practise my Vietnamese by talking to the "kopi" girl in those local coffee house.

I am using that starhub pre card initially. Use the same method of calling thailand - 018............, in the end 3 mins cost nearly $3 (unless i calculate wrongly which is highly impossible)....

Hmmm, I used 018 on my mobile too. I use it to call Thailand mobile, it is local charges. But it costs abt a dollar per min to call Vietnam mobile. I also use 1521 a post paid service which costs abt $0.9. Both the quality are great but too expensive. I have tried other pre paid cards, although it is cheap but the voice quality is crap. This Hello pre paid is 1 the best I used, furthermore, it costs abt $0.40 which I consider the price reasonable.

I'll be in HCM staying in New World Hotel Saigon from 16 Aug, checking in after 6pm for 3 days. Need you guys to guide me on where are the happening places for fishing Viet gals and nice and cheap massage. Hello Singtel Card value at $10....let you make 25 mins of call......recently there is a new kind which have the call-back service...so if u have free-incoming on ur moblie...then suggest u use this...but dont have card merging service....if you buy from POSB/DBS ATM then u get extra valaue...u get 10% more....$20 above...15% extra....but then dont know if this can use the callback service or not....


Starhub Calling Card....vavalue at $10...also let you make 25 mins of call....but this is provided that you activiate it with ur 1st call...and it will give u another additional of $5....if u merge all the card together without activating....then u only get $10...

Voice quality wise both the same....
