Predictive system may ease lift failure woes; will be used in some towns next year

This would help town councils perform preventive maintenance before a problem breaks out, said a spokesman for Surbana Jurong (SJ). Several town councils are hoping to achieve this by tying up with the infrastructure consultancy, which monitors more than 24,000 lifts in HDB estates, and which believes it may just have this predictive system. The consultancy said it worked with multiple town councils to place sensors in 720 lifts, of varying models and ages, in HDB blocks. The sensors detected and recorded lift speed, acceleration and deceleration, and jerky movements. SJ declined to name the town councils. After collecting the data, SJ put it through an algorithm, and predicted the specific days for two lift breakdowns, two weeks before they actually happened. SJ also predicted three other breakdowns but those lifts underwent scheduled maintenance beforehand. The consultancy said it can do even better. PAP town councils to set aside S$45m over next five years to boost lift safety
Published: 11:20 AM, December 5, 2016 Updated: 11:59 AM, December 5, 2016 SINGAPORE — The 15 town councils run by the People’s Action Party will set aside S$45 million over the next five years to install new devices and implement new protocols to enhance lift safety, a taskforce convened in July this year said on Monday (Dec 5). Besides the new features stipulated under the Lift Enhancement Programme announced in September this year, the taskforce spearheaded by Dr Teo Ho Pin, who is coordinating chairman of PAP town councils, recommended that surveillance cameras be installed in all lifts to quicken rescue operations and to deter misuse of lifts. The eight enhancement features in the Lift Enhancement Programme — where the Housing and Development Board (HDB) pays 90 per cent of the cost to upgrade lifts — includes devices to prevent lift cars ascending too quickly or jerking, light curtains to prevent lift doors from clamping on objects or people, and telephone or intercom systems in lifts to activate emergency response. As announced previously, about 20,000 lifts are eligible for this programme, which will cost around $450 million. Works will be carried out over 10 years, depending on the age and performance of the lifts, said the taskforce. The taskforce also wants the 15 town councils to jointly develop a dashboard management system to monitor the performance of lifts and lift contractors. “This will allow town councils to benchmark the performance standards of their lifts and lift contractors,” the taskforce said. It added that all PAP town councils will provide information on the performance of lifts and lift contractors to the Housing and Development Board when they call tenders for contracts. On the maintenance front, the taskforce said all PAP town councils will work with the lift companies to incorporate the 20 maintenance outcomes as required by the Building and Construction Authority into their lift servicing checklists. But it urged the town councils to carry out additional checks and adopt preventive maintenance on five critical lift components — door mechanisms, inductor switch, brakes, over-speed governor and levelling system. Town councils should also set aside at least an average of 100 minutes per lift for servicing, it added. Sigma has made about 3,500 of the 24,000 lifts in HDB estates to date. It is one of approximately 20 different brands of lifts in public housing estates. Town councils to set aside 14% of S&CC funds for lift replacements from April: MND
By Toh Ee Ming Published: 12:47 PM, January 23, 2017 Updated: 12:48 PM, January 23, 2017 SINGAPORE – From April this year, all town councils will have to set aside at least 14 per cent of their service and conservancy charges (S&CC) collections and Government grants for lift replacements, while the authorities will be increasing their financial assistance to help the town councils cover their costs. The Ministry of National Development (MND) announced on Monday (Jan 23) that the 14 per cent will come on top of town councils’ regular contributions to the sinking funds, which amounts to another 26 per cent or more of their collections The MND added it would increase the S&CC operating grants it currently gives to town councils, and also provide additional grants to match part of the town councils’ contributions to their Lift Replacement Funds (LRF). Details of the MND assistance measures will be released separately, the ministry added. With the issue of lift safety coming under the spotlight following several lift accidents last year – including a 77-year-old man using a mobility scooter who died after falling from a lift that had stopped 15cm above ground level – the MND announced last September that all town councils would have to set up dedicated LRF, which would be carved out from their sinking funds and ring-fenced for future lift replacements. The Housing and Development Board had also announced a S$450 million Lift Enhancement Programme (LEP) to help fund the town councils’ cost of retrofitting older lifts with safety features and enhancements commonly found in newer lifts, such as additional sensors to detect obstructions to the lift door, and to better regulate lift speeds. Some 20,000 lifts, which have been in operation for 18 years or less, are expected to benefit from the programme. Complaints made about faulty lift before fatal mishap
By Alfred Chua Published: 8:45 PM, May 25, 2017 Updated: 9:36 PM, May 25, 2017 SINGAPORE — At least three complaints were lodged over three months about a lift at a block of public housing flats in Pasir Ris, before a 77-year-old man died while using that same lift. This was revealed in court on Thursday by the investigation officer for the accident, at the start of a coroner’s inquiry into the death of Lim Hang Chiang. In May last year, Lim fell backwards and hit his head on the floor while reversing his mobility scooter out of the misaligned lift car, which had stopped about 15cm above ground level. He went into a coma and died the next day in hospital. The complaints about the lift made by residents of Block 247, Pasir Ris Street 21, surfaced after the wire ropes of the lift were replaced the year before, the court heard. Inspector Justin Ng, the investigation officer for the case, said that the first complaint about “jerky rides” was reported on Jan 20 last year. Fujitec, the lift contractor, found it to be “functioning normally, with no jerky issues”, Insp Ng said. The complaint was then classified as a “false call”. The next month, the Essential Maintenance Service Unit (EMSU) of the Pasir Ris-Punggol Town Council was notified that the lift did not align properly when at the ground level. Fujitec technicians noticed that there was “poor activation of the car door”, and some of the “door panel rubber stripes” were protruding, Insp Ng said. The problem was fixed. On March 20, a third complaint came in about the misaligned lift car. Mr Derek Kang, counsel for Lim’s family, contended that there were more complaints than that, but State Counsel Jane Lim said that an investigator with the Building and Construction Authority (BCA) would be better placed later on to tell the court about the issue. Insp Ng said that based on investigations, Fujitec “only responds to complaints and feedback”, and carries out monthly lift maintenance. Separately, there is a lift maintenance unit from the town council also involved in joint inspections, which conducts random checks on the estate’s lifts.
