USD80 to USD100 are the standard asking prices among freelancers who hang out in discos in District One. Only very rarely will you be able to get them to go lower, unless the girl know you from previous encounter, in that case, you may even get it FOC. and the price only imply having sex with you and may not involve overnight session. Even if you manage to get them to agree to overnight in advance, they will find an excuse to leave after one or two shots. I have been to Vung Tau a couple of times but never found a GF hotel to stay. The ones at the main town area such as Rex and Palace are all near the bars but do not allow visitors.
