China in rare crackdown on sex industry in Southern vice hub of Dongguan

HONG KONG : Chinese authorities have carried out a rare crackdown on the sex trade in the "sin city" of Dongguan following a candid report by the state broadcaster on the underground industry.

China outlawed prostitution after the Communist revolution in 1949, but it returned with a vengeance following landmark economic reforms three decades ago, and has helped fuel a rise in HIV/AIDS and sexually transmitted diseases.

While the government carries out periodic crackdowns, it is unusual for state media to cover them in such a high-profile way or for top officials to comment on the problem, underscoring worry about the explosion of the sex trade.

Media said 67 people were arrested and 12 venues were shut down in a sting operation involving thousands of police in the Dongguan region at the heart of China's Pearl River Delta industrial hub in the southern province of Guangdong.

Provincial Communist party boss Hu Chunhua, stressed the need "to conduct an extensive trawling-style crackdown on the entire city", according to a report in the Nanfang Daily.

Two city police chiefs had been suspended, Hong Kong's South China Morning Post reported.

China's main state broadcaster, China Central Television (CCTV), aired a half-hour report on Sunday chronicling what appeared to be extensive and open prostitution in five towns across Dongguan.

Secretly shot footage showed scantily clad women parading on a stage and managers of venues speaking openly about prostitution services.

The CCTV report was widely watched across China and followed with interest and widely commented on on social media.

While periodic sweeps against vice have been carried out, including during sensitive periods such as the 2008 Beijing Olympics and 2010 Asian Games in Guangzhou, the industry has thrived. Law enforcement often appears to be lax.

The Dongguan region has long been known as a hub for the sex industry.

Authorities there said last month the city had seen a high incidence of HIV/AIDS amid rumours that more than 2,700 sex workers had been infected, according to the Global Times, a Chinese tabloid owned by the Chinese Communist Party mouthpiece, the People's Daily.

Arrests and online criticism after China prostitution exposé

BEIJING : An exposé by China’s state broadcaster on rampant prostitution in the country’s “sex capital” Dongguan triggered a huge police operation — as well as a surprising online backlash.

More than 6,000 police officers swept through hundreds of hotels, saunas and karaoke parlours in the city, in the southern province of Guangdong, arresting 67 people, shuttering 12 venues and suspending two police chiefs, state media said.

The raid came hours after a Sunday night report by China Central Television (CCTV) detailing the extent of the prostitution industry in Dongguan, an industrial hub where by some estimates as many as one in 10 migrant workers are involved in the sex trade.

Filmed using hidden cameras, the half-hour long CCTV programme showed young women lining up in rooms and on stage at several venues, talent-show style, while an undercover reporter inquired about the prices of each.

The programme showed a reporter making two phone calls to local police, but each time, an officer failed to show up at the scene.

“Will the police come?” the reporter asked a brothel worker at one point.

“Don’t worry about the police,” the worker responded.

Yet while authorities responded to the programme with a “three-month crackdown” on the sex trade in the southern city, China’s Internet users heaped criticism on the state broadcaster, with some arguing that it had focused more on shaming the women involved rather than on addressing the root causes of the sex industry.

“Don’t cry, Dongguan! CCTV is ruthless, but the world is full of love. Hang in there!” read one popular message on Sina Weibo, a Chinese version of Twitter.

Chinese Web users — who typically post images of red candles online to show their sympathy for victims of natural disasters — shared images of red condom-shaped candles Tuesday in the wake of the Dongguan report.

Others mocked CCTV for sending undercover reporters to reveal an industry that is obvious to any visitor in Dongguan, and likened the report to a similar “exposé” last year by the broadcaster exploring whether Starbucks was overcharging Chinese consumers

Prostitution crackdown expands in China

GUANGZHOU - The crackdown on the underground sex trade has expanded from Dongguan, in the heart of the Pearl River Delta, to all of Guangdong province, with local authorities vowing to severely punish those who protect the illegal services.

In addition to the closure on Sunday of dozens of entertainment venues involved in prostitution in Dongguan, a number of similar venues and some rented houses in the provincial capital of Guangzhou and other cities have been raided because of suspicion they hosted sex trade services and other illegal activities, Guangdong police sources said.

Following media outlets' recent reports of rampant prostitution in massage parlours and hotels in Dongguan, provincial police have announced a three-month crackdown on sex businesses across the province.

In a separate raid in Guangzhou on Tuesday night, police arrested 98 people suspected of involvement in illegal activities including the sex trade and gambling, and more than 20 entertainment venues were closed.

In Huizhou, which neighbours Dongguan, police raided nearly 600 entertainment venues and arrested 10 people on suspicion of involvement in the sex trade.

Li Chunsheng, vice-governor of Guangdong and director of the Guangdong Public Security Department, said government officials and police officers who provide a "protection umbrella" for the prostitution business will be severely punished.

According to Li, the provincial department will send working groups to all cities for undercover investigations, and police from other cities will be deployed to make arrests if local police fail to fulfil their responsibilities.

Sources with the Dongguan discipline inspection commission vowed on Wednesday to also remove and severely punish any officials and police officers who are found to be involved in the sex trade.

Following China Central Television's report on the rampant illegal sex trade in Dongguan, Hu Chunhua, Party chief of Guangdong, called for a tough crackdown on underground prostitution in the city.

"We should fight against prostitution in the same way we fought against the drug trade last year," Hu said.

Police said those who advertise prostitution services online, through text messages or via Internet chat software will also be severely punished.

Guangdong gets tough on sex trade

A senior Party leader from Guangdong province vowed on Wednesday to take tougher action against prostitution and crimes linked to the sex trade as the southern economic powerhouse continues its three-month crackdown on prostitution.

"We will continue our investigation into the prostitution industry and strengthen our efforts to tackle the problem," said Hu Chunhua, Party chief of Guangdong. Hu made the remarks at a panel discussion during the annual session of the National People's Congress, which convened in Beijing on Wednesday.

The sweeping crackdown came a day after a China Central Television report on Feb 9 exposed rampant prostitution in massage parlours and hotels in Dongguan, about 100 km from Hong Kong.

As of Feb 28, more than 3,100 entertainment venues across the province have been shut down for their alleged involvement in prostitution. Among the shuttered venues, 2,147 are located in Dongguan, a city known for its large manufacturing and trade sectors but also for its underground casino resorts, bathhouses, massage parlours and backstreet brothels.

"We had already planned a move to crack down on prostitution this year - like the way we fought against drugs last year. The CCTV reports of Dongguan's rampant sex trade forced us to launch the campaign earlier," Hu said.

Hu said police have made 363 arrests across the province and are investigating 30 officials in Dongguan.

"The government was partly responsible for the development of the sex trade in Dongguan so we introduced an accountability system to punish officials who provided protection to illegal sex activities," Hu said.

Yan Xiaokang, Dongguan's deputy mayor and police chief, has been sacked and several police officers in city townships have been punished, Hu said. "Offenders, including organizers, operators and those who gained from the sex trade, will be particularly targeted in the crackdown," Hu added.

Yuan Baocheng, mayor of Dongguan, declined to say on Monday how the crackdown would affect the city's economy. At last year's NPC session, Yuan said the city would not rely on the sex trade, gambling and drugs for its economic growth.

"I have to say that some social problems, such as underground prostitution, the drug trade and gambling, have emerged in Dongguan along with other cities in Guangdong, following decades of rapid economic development," he said.

Media reports have estimated that the sex industry has contributed about one-tenth of the city's revenue.

Dongguan's economy grew by 9.8 per cent year-on-year to 550 billion yuan (S$114 billion) in 2013.

Media reports have also estimated that at least 300,000 people work in the sex industry in Dongguan. China Daily could not confirm the number.

"But we will never rely on such negative factors to drive economic development," Yuan said.

Just to share with all, I have managed to visit the same shop in Ba Ding street before I came back. Chose another meimei from GuangXi who used to be working in SZ sauna (HJ and BJ only) previously. She has those 'foxy' look and acted very 'noti' throughout the session. I tried my luck and asked whether she will be interested to come to my hotel after work. She said ok wor. So am now planning for my return trip next month.

Guess I will stick to SZ for the time being while waiting for CP and CA to recover back.
