Think my girl read as zi...so she's from north...aiya i only know she from Hanoi moved to hcm. This girl i am trying is average looking, just that she has "character". Not easy rider kind...but she is currently in love with someone and has very honestly told me so. The reports on the residents' complaints hit its peak recently. It was given heavy media coverage. Had the authority said somthing "oh......we knew of all the illegal activities going on in JC all along and we are going to raid the place upside down",

1)they would had lost the element of surprise.
2)the public will question why no action had been taken till then?

A raid needs gathering of information, proper planning and coordination of various departments (AV,CNB,SCDF etc...) to ensure its success and maximum yield. It's not as simple like "tiu gu" raid illegal hawkers. Just appear and run all over the place chasing the illegal hawkers.

Authorities at times close a blind eye to what is going on. If they would really want to eradicate all illegal vice activity...take for example for GL...they can station policeman at various lorongs 24 hr/7 days/week and there will not be any streetwalkers. But what will happen next? All of these streetwalkers will spread all over singapore...into the heartlands of the various estates and everything will be out of control which happened before. At least confining them in GL, they can monitor the situation and it is easier to take action and control them.

Not sure how long you been in S'pore but din you realise that actions are usually taken only after something happen.....like the Water Dunking POW training treatment in SAF, regulations not allowing maids to stand on the wrong side of the window while cleaning them....etc just to name a few.
