Well said conquest. My humble observation : ALL spas are subject to AV inspections whether Clean or hanky-panky. A quick WP inspection takes a short 5-10 min with customers left alone in the rooms.

Targeted AV Raids on dirty joints could take hours and assisted by MOM + ICA + SPF - in such case customers are expected to cooperate with all officers.

What the construction business has been doing for years in terms of hiring illegal migrant workers has now become commonplace practice in every trade. You can find some of these workers sometimes sleeping over at back alleys in town. So far I haven't come across illegal MLs at legit spas but I have always had my suspicions with a few. These ladies would use the 24 hr shops as hostels. There are rooms designated for them to bunk in. In the day, these rooms are used for massage.
