Tipping definitely work in every country. Some Europe country it is so called "mantadory" to tips.

It is considered impolite to tip in Japan. While we assume service providers wouldn't mind the extra cash, those who take pride in their service insist on being paid what is agreed upon.

You'll be surprised! Whilst normal service workers like waitress, taxi drivers and chambermaids don't expect to be tipped, on the other hand people like doctors and surgeons, or your bosses in the department, or some government authorities that have granted you approval or permits...it is customary to send them year end presents lined with ¥¥¥¥!

If you watch the Japanese TV series Doctor X you will get a good idea of what it is like. I had a Japanese tour guide who had to undergo hip surgery confirmed this practice.
