The User Interface (UI) software will be different for each Model/Make. The technician need to have the source-code to change the UI. Therefore, U must go back to the manufacturer to have it changed.
Bear in mind, not every phone will come with a Vietnamese Language software. So, when U mean Local set and without Vietnamese language, I think you will have a problem.

you dun need to put Vn language on it la...alot of Vn gals using local phones easily...they can just type without the Vn keyboard characters...she sure will be very happy to receive the phone as a gift...by the way buying a phone in Vn is also quite cheap nowadays...not much diff from Sin...

I remembered that it was about 5 minutes later which I mentioned earlier. I won't have so much time to kiss and caress her body if the lights were turned on immediately. And also, she was sitting beside me so closely so of course I was able to grab and pull down her bra. Hopefully your doubts about this is cleared.
