Vietnamese footballers on verge of making history
================================ A welcome spurt in skills and confidence is based on some important changes in style and approach. Over the one week that we have followed the national football team from Singapore to Bangkok, we have been very surprised by the progress they have made. They have proven to be much better in encounters against stronger rivals in Southeast Asia than before. The improvement is especially marked by confidence. Twenty days ago, they were a mixed-up bunch in the clash against Thailand in Phuket that they lost by two goals to nil. However, the Vietnamese players were in quite a different psychological state in the first leg of the final at Bangkok’s Rajamangala Stadium on Wednesday. All the pressure may have been lifted off their shoulders after they reached the goal set by the Vietnam Football Federation of advancing to the semifinals. What is more important, however, is that the players have learned essential lessons after every match. They have been frequently encouraged by the enthusiasm and sharpness of Coach Hendrique Calisto in his strategies. Despite being the guests, the Vietnamese players were calm and able to take the pressure from their opponents. This can clearly be seen in the toughness displayed by the pair of central fullbacks Nhu Thanh and Phuoc Tu; the diligence of left fullback Quang Thanh and right fullback Viet Cuong and Quang Cuong; the safe play of midfielders Minh Chau and Tai Em; and the dynamism of striker Viet Thang and left winger Tan Tai. Midfielder Vu Phong has brought his skills into play and striker Cong Vinh has been in good form again. Most importantly, Duong Hong Son has prove to be very sharp goalkeeper, making his teammates feel more confident. The Vietnamese players have improved most in strategy. Calisto has often said he wanted to set up a special way of playing for the Vietnamese players so that they could be strong enough to fight Thailand, Singapore and Malaysia dispelling any confusion in terms of style. The Portuguese coach’s belief and consistency has made the Vietnamese team more aware of the need to set up their own style of play. Earlier, the Vietnamese players didn’t have a clear strategy. They either played attack or counterattack. Now Calisto has formed a distinct style. When playing at home, they attack continuously with the whole team moving. When they play away, they play safe in their part of the field with strikers and midfielders supporting the defense when they don’t have the ball. Once they have the ball, they attack with 1-2 combinations, moving fast to create space for themselves and to sow confusion among the rivals. When necessary, they are able to slow down the pace of the game and rob opponents of their momentum. To implement their game plans successfully, the players need to understand each-other well and work with each-other rather than showcase their personal skills. Of course, they need more time to improve themselves strategically and physically, but the Vietnamese players have become a solid team. A week in Singapore and Thailand gave us a chance to better understand Calisto. He is very close and helpful to his players outside the field but he can get angry easily when his players under-perform. His anger aims to push his players to perform better. It is pleasing to see the Vietnamese team improve a lot, especially in two unforgettable wins away in Singapore and Bangkok. The team has one more match, the second leg of the final at Hanoi’s My Dinh Stadium on Sunday, to prove their real progress. Personal income tax law delay unlikely: official
======================================= A proposed delay in the Personal Income Tax Law, due to take effect next week, is unlikely to be approved by the National Assembly, a senior official has said. National Assembly Office chief Tran Dinh Dan said as the parliament had ratified the introduction of the law on January 1, any changes to the start date had to be agreed by the National Assembly Standing Committee and then brought before a full session of the National Assembly, which is not due to meet until May. “Even when the proposal is approved by the Standing Committee, we still cannot decide on any change before the law’s start date.” Dan said. The Personal Income Tax Law has some articles relating to the Corporate Tax Law, which will also be introduced on January 1 and will be affected by a delay. Minister of Finance Vu Van Ninh said the issue would be considered by the Standing Committee tomorrow. The government was asked to delay the introduction of the Personal Income Tax Law to stimulate investment and consumer spending in the face of continued economic difficulties. Earlier this week, Le Quoc Dung, deputy head of the National Assembly’s Economic Committee, said the Ministry of Finance had prepared two options for the implementation of the law – delaying its introduction to July 1 next year or implementing the law, as originally planned, on January 1 but with exemptions for some sectors. “We will have time to check and make the law more effective if we delay its implementation,” Dung said. Subscriber surge jamming cell-phone networks
=============================== With the number of users skyrocketing, network jams of the sort that usually occur only on festive days have plagued major cell-phone service providers over the last two months. Quoc Dung, reporter of a Hanoi-based technology magazine, subscribes to both military-run Viettel Telecom and state-owned Vinaphone network services, but sometimes he has not been able to make calls using either. Dung says he can hardly receive or make calls between 9 a.m. and 11 a.m. and 3 p.m. and 5 p.m. “Sometimes the problem with my Vinaphone cell lasts for three consecutive days.” Viettel subscribers may contact others using the same network normally, but not to others, forcing him to try several times to reach someone, Dung says. Mobile network providers have launched so many promotion programs to attract more customers while paying little attention to their service quality, he says. “If they keep doing that, network jams will persist.” Vinaphone subscriber Bui Anh Tuan from Hanoi usually cannot text or call others although the phone screen displays strong signals, while Phuong of FPT Company has just switched from Vinaphone to another network after failing to send messages to a MobiFone subscriber. Officials of the network providers explain that the numbers of calls and messages made through cell phones have surged over the same period in previous years. Viettel received more than 160,000 new subscribers over the past week and Vinaphone 80,000. Market leader MobiFone had 250,000 new subscribers, and expects to have 30 million users by the end of this year. Dinh Viet Hung of MobiFone told Thanh Nien that they invest a lot in network quality and thus users don’t face any problems though there are many of them. MobiFone and Viettel Friday evening announced steps they have taken to prevent network jams during the Tet (Lunar New Year) holiday which starts on January 26. Hung said MobiFone has finished expanding its capacity to meet twice the demand for calls during normal days, three times the messaging demand and four times the demand for general packet radio services (GPRS). MobiFone has also added 100 people to its round-the-clock service team and hired 15 foreign technicians to solve potential network problems. Viettel Telecom Deputy Director Tao Duc Thang said the provider plans to upgrade 3,000 existing base transceiver stations (BTS) and set up 2,500 new BTS, 60 mobile stations in the areas with frequent network jams. Fans face AFF Suzuki Cup final ticket crunch

The ticket prices have been increasing every hour and it is very likely they will be sold out before the match. On Wednesday, Vietnam Football Development Joint Stock Company (VFD) sold 15,000 tickets at My Dinh Stadium to fans who had been queuing in Hanoi’s chilly weather. The next day, ticket scalpers were out in force at My Dinh and Hang Day stadiums as well as on websites and internet forums. Friday, the ticket office at Vietnam Football Federation (VFF) headquarters at 18 Le Van Phuc Street in Hanoi – the last official ticket outlet – opened. During the day, the VFF sold tickets to agencies and fans who had booked the tickets through Football Ticket Online - VFD Jsc - Trang ch?. Though there were barriers and security guards, fans fought their way to the fifth floor of VFF headquarters to buy tickets. “When I was climbing up with the crowd, I felt the staircase shaking. I was afraid it would collapse, so I came back down,” said Phuc Thinh Company employee Tran Quoc Viet, who was still breathing hard. “I think VFF should check and let those fans with letters come up to the office to buy tickets in an orderly fashion,” Viet said. “It would be safe and save a lot of time.” However, few fans were able buy tickets when they reached the ticket office. NCS Company software expert Pham Thi Anh Ngoc said she had a hard time accessing Football Ticket Online - VFD Jsc - Trang ch? and was only able to book two tickets. She said she could access the website at 6:30 a.m. and four minutes later it announced the tickets had sold out. At My Dinh Stadium, tickets were being offered at around VND2-3 million (US$115-172) for two tickets, depending on seating. The face value of the most expensive ticket is VND300,000 ($17.2). A ticket tout said, “These tickets are complimentaries as well as tickets booked via agencies and over the internet.” “Today, I am selling them at a bargain because I need to get some cash.” He said the tickets would be much more expensive today and tomorrow. Some people who secured tickets are reselling them at cheaper rates than scalpers, but finding these people is difficult. HCM City to have camp for foreign wanderers =============================== VietNamNet Bridge – Building a camp for wandering foreigners in HCM City is seen as a solution by the Ministry of Public Security to deal with foreign crimes, particularly crimes committed by African people. Some provinces and cities in Vietnam, especially HCM City, are facing the fact that many foreigners, mostly African, live in their areas without resident registration. Some of them commit fraud and robbery. Major General Pham Quy Ngoc, Chief of the General Department of Police, said that it is very difficult for police and related agencies to detect and deal with foreign criminals of this kind. When they are arrested, these people don’t cooperate with local authorities. They attempt to speak in their own language. Other difficulties for police are associated with laws and funds. According to Major General Ngo, most of the countries where these criminals bear nationality don’t sign judiciary interdependence agreements with Vietnam so Vietnam can’t extradite them. Competent agencies are also having difficulty finding funding to buy air tickets to send these people back home. In many cases, when the foreign criminals arrive at the airports in their home countries, they are refused by the host countries, and sent back to Vietnam. Colonel Nguyen Xuan Bich, Chief of the Police Agency for Social Order Crime, said there are around 500 African wanderers in HCM City. Some provinces and cities have reported to the Ministry of Public Security about this situation. Vietnam gets AFF Cup 2008

In the first leg of the final in Bangkok on Dec. 24, Vietnam won 2-1 over Thailand. With the draw match on Sunday, the team secured a 3-2 victory over Thailand. This is the first time Vietnam has won the AFF Cup championship for decades. Thailand opened the score with a header by Dangda at the 21st minute, but they failed to keep their edge over the hosts. The champion received bonus of $100,000, while the runner-up took $50,000 bonus. The two third teams were Singapore and Indonesia. Tonight will be a sleepless night for Vietnamese football fans.

Mobifone completes network upgrade
