Though I rarely post, I have been following SB for a long while. Personally, it is rather difficult to get an FL in Vietnam and the hotel restrictions do not help either. I have been to HCM and Hanoi numerous times since 2.5 years back and the best you get is a HJ.
About 3 months back, hooked up with a girl working in the exec lounge in a HCM hotel. She has been my regular travelling partner (when I travel to Hanoi or Bangkok, she is in HCM) since. Best part is she speaks very good English. I have never paid her except for airfares to Bangkok, and it is like a regular relationship though I have made known from the start that I am married. But of course I do buy her gifts and all.
So, in my opinion, it may be easier to hook up with a girl when in HCM, if you will be travelling there regularly. Just my 2 cents...

Just return recently from HCMC. In HCMC it is not too difficult to find a ger for sex altho it's much more leceh than say in bkk or btm. My itinirary there was basically 2 days golf, 2 massages, 2 hairwashes, includes ear digging(damn shiok man) facial, massages, eye treatment etc. 2 Karaoke nights one which I brought the ger back for LT.
1. Golf at Song Be CC at US$60 per person. Owned by Singaporean.
2. 1st Massage at Equatorial Hotel. Charge US$18 for 1hr. (HJ 300k dongs or S$32)
3. 2nd Massage at Liberty 1 Hotel which opens until 3am. 110k dongs for 1 hr.(HJ 300K dongs)
4. Karaoke at 6th sty of Tokyo Hotel in District 5. (700k dongs for room and 8 cans of beers plus titbits)
Paid higher at Equatorial as place is more like a upmarket spa with facilities like sauna, steam, hydropool and the rooms are more spacious with TV and sink. They will show you biopics of the gers for your choosing and you can ask for english speaking ones. Located at 2nd sty.
The one at Liberty 1 hotel is situated on the side of the hotel with it's own separate entrance. Massage is cheap and good and the ger that service me no.15 gives an excellent HJ. Slow stroking and teasing the balls building up to the final climax. She gave me her HP no. wanting me to call her the next day which was her off day. Definitely can ta bao back. Pretty 23 year old with a great body and speaks simple english.

Basically it has to do with the choice of hotel. most big hotels are more restrictive. To bring the girl in, u have to register her which some hotels do but some requires u to get a 2nd room.....

Actually this trip I stayed at Duxton Hotel in District 1 formerly Saigon Prince which is a 4 star hotel. The hotel is not girl friendly but i got around it by booking a double for twin sharing in Singapore. When in HCMC, on nights I wish to tabao a ger back, I simply check into another room.
Either that or you can check into a smaller hotel that's ger friendly but personally I prefer better class hotel as I prefer the luxuries and facilities.
Old alredi, can afford a little bit luxury, then go for it. Money cannot bring into coffin lah.
