Just my 2 cents, brudders can consider skipping this place, i went there in May, packed like shit, got a table outside the kitchen/toilet and it was freaking hot. (air con area full)In addition to that food is so-so and ex. Not to mention the rude waiters. Never been so pissed in my life whilst having a dinner.
This place is nice for tourist who visit HCMC 1st. They can have all kind of vietnamese food at 1 stop. Visited this place few times during my 1st few trips. Subsequently I give this place a miss as I find alot better food on roadside stall and small shop houses than in Quan An Ngon.
I had a bad experience duirng this year Valentine Day where my galfriend suggest to eat at Quan An Ngon just to reignite the memory of my 1st visit with her. This place is overcrowded and after the VD dinner, my galfriend don feel like coming again as she feels treated like a beggar waiting for food.

If she says no, most probably either she is not a working lady or she not working that nite.

My hotel male recept told me that FLs, PRs, bar girls usually go to those restaurants in ngyuen trai to be picked up from 11 or 12 to 3am
Steps
1. Buy her flower from the flower girls pestering the foreigners.
2. Walk up and small chat, starting rate abt 100USD
Advantages
1. No need to go those loud discos..
2. Can enjoy cheap dimsum(20K) and cheap beer (heneiken only 18K)
2. Gathering of all the FLs in a single location for you to see, so no nid go bar/club-hopping. (I even saw a dawn yang lookalike)
Disadvantages
1. Some PR 1 u met in Pub A with some potential will see you tackling PR 2 in Pub B..Minus points
2. Big flower cost 50K, small flower cost 10K
3. Usually are those left-overs from the various clubs. But then now is low-season, so the quality i saw was still way better than in SG.
4. Need some courage la, cos open place not in the dark..
Like some of the bros said here, no need to buy flowers.
Some ways to get them.
- Just eye contact or wink at them.
- Wave / hand signalling at at them to come to your table.
- Ask the waiter to pass a slip of paper containing ur number to the girl (be precise in the instruction to the waiter, might pass wrongly to her friends, happened to me before)
- Or like just some bros said, just walk up to them or join their table.
- While they go toilet,u also quickly followed, "kay siao" ask them is this the way to the toilet? then ask for number
Anyway, i realised that more and more singaporeans and malaysians hang around hcm. Often hear the familiar singlish cum hokkien accent at saloons, hotel lobbys, clubs, restaurants etc.
BE warned although speaking in hokkien might be discreet in front of them, but some are also half vn and half china teochew decendents which i know a couple or had gone to taiwan and stay long before or even listen to hokkien songs often. So they might know what you are talking

Also, some of the night stalls in Cho Ben Thanh serves pretty good food, dunno why no one reccommend that place/stalls here ar??
i tried nummerous stalls at cho ben thanh. My personal favourite is the stall whereby there's a ah pek keep bbq-ing just outside his stall (those who frequent might know where issit). I think his food are very cheap and delicious. And their service is very good. Once i want to drink sugarcane juice and some food which they dont sell, they personally walked to other stalls or some streets aways to order for me and bring me the food and drinks. They does give discounts too.
Roughly 4 pax :
1 big bbq prawns each (about near to SGD$2, dont worry about the 800 grams)
1 grilled oyster with egg each (the egg u must specially ask them to add, coz the normal ones dont have egg)
Rice, if u finish they just readily replenish for u
1 plate of Fried sotongs (nice, and they know we like those kind of maggie chili sause with fried things)
1 big bowl of steamed cockles with ginger
2 steamed crabs (i think about sgd$10? each)
1 plate of kang kong
1 plate of grilled pork chops (abit oily)
1 mini seafood steamboat with bee hoon and noodles (regret order, over ordered cannot finish, cost about sgd$10)
4 sugarcane juice
6 heinekens
sorry i fogot how much vnd the dishes costs i only can roughly remember in sgd.
all these above, the bill came to about sgd$60 plus
cheap considered if its in singapore, and they minus off the cents and round off to the nearest dollar / dong and sometimes gives discounts
and if u frequent often, they will rem what u like to eat
im not the boss of the stall, but i think the stall not bad. But of course, they are still other cheaper alternatives and better food around and u cannot be everyday eating at the same place, each to own's taste also.
Also, never looked at them at how they prepare the food behind. Coz once i saw them preparing a fish on the floor, yes on the floor of the streets
