Guns in Thailand surprisingly quite easy to get. 1) Armed forces, 2) Police & para-military organizations and 3) Members of Parliament.
Above 3 categories just present some "proof of membership" and license can be issued easily. Thats why you can a traffic policeman with a Magnum instead of a dinky S&W coz they prefer to buy their own guns!

FYI, police officers in Thailand are not issued with personal firearms. They have to buy their own handguns.
That is why you see the policemen all carry different types of sidearms and not standardised. However they do have assault weapons like M16, HK MP5, Remington P70, P80, GPMGs in their inventory but these can only be drawn out by specialised police units.
