No there is no law forbidding dungeons in Thailand. In fact the dungeon setups in Thailand are probably one of the only advantages Thailand has over Japan when it comes to the SM scene.

In Bangkok I recommended Mistress Midori before.

There are some cheaper group taxi trucks that originate from the main Phuket town before 5 pm.

Phuket left such a bad taste for me that I will never go back again.

But some of the beaches are nice and you may have a good time.
