Cold spell to bring temps as low as 6°C to northern Vietnam
TUOI TRE NEWS UPDATED : 11/30/2016 09:48 GMT + 7 An enhanced cold front has reached the northern part of Vietnam and is forecast to bring temperatures as low as six degrees Celsius to the region. A cold spell entered the northern border of Vietnam on Tuesday evening and is anticipated to extend its effects on northern, north-central, and central provinces, the National Center for Hydro- meteorological Forecasting has said. Temperatures in the affected regions from November 29 to December 4 are expected to average between 12 and 15 degree Celsius. Mountainous areas will experience chillier weather, with temperatures between nine and 11 degrees Celsius and as low as six degrees Celsius in higher altitudes. Hanoi will become frigid at night and during the early morning as temperatures range from 13 to 15 degree Celsius. Under the influence of the cold front, medium to heavy rainfall will hit the areas from the central city of Da Nang to the south-central province of Khanh Hoa. Quang Nam and Phu Yen can anticipate the heaviest rainfall, between 200 and 400 millimeters, posing a risk of flood and landslide. Rain will then shift toward the north-central part of the country, affecting provinces from Nghe An to Thua Thien- Hue. The cold spell is also forecast to cause rough seas near the Gulf of Tonkin with winds at 49km per hour and squalls of up to 74km an hour. The northern part of the East Vietnam Sea, including the Hoang Sa (Paracel) Archipelago, will experience seas between 1.5 and three meters high caused by winds of 39 to 61km per hour.

Vietnam to replace most popular petrol with E5 biofuel
TUOI TRE NEWS UPDATED : 11/30/2016 13:09 GMT + 7 Vietnam’s Ministry of Industry and Trade will force consumers to switch from the popular A92 gasoline to the ethanol-mixed biofuel E5, but has yet to decide on an official timeline for the plan, it announced on Tuesday. In Vietnam, A92, or petrol with an octane rating of 92 percent, is the most popular gasoline, but over the last few years the government has been trying to boost consumption of E5, which is A92 petrol containing 5 percent ethanol. On Tuesday morning, the trade ministry announced on its online portal that it may “completely replace all A92 with E5 by mid-2017.” However, the announcement was quickly corrected, with the timeline detail omitted. A department-level official from the ministry later confirmed the A92-to-E5 transition plan to Tuoi Tre (Youth) newspaper, but said it could not be done by the middle of next year. “The transition will be done at a suitable point of time,” he said. At the regular government meeting in the afternoon, Deputy Minister of Industry and Trade Hoang Quoc Vuong also said there was no final conclusion yet on when Vietnam will stop selling A92 gasoline to switch to E5 biofuel. “What can be confirmed now is that the mid-2017 timeline is impossible because large-scale production of E5 petrol has yet to begin anywhere,” Vuong said. The plan to make E5 a compulsory fuel is seen as an attempt by the Vietnamese government to restart operations of E5 producing plants across the country. Vietnam now has four such facilities, but only one of them is operational, producing some 150,000 metric tons of the biofuel a year. Bui Ngoc Bao, chairman of Petrolimex, Vietnam’s largest fuel wholesaler, said he was surprised to learn of the plan to replace A92 gasoline with E5 biofuel. Bao said that if the plan is implemented, Petrolimex is still capable of ensuring supply of the biofuel. However, the government should consider reactivating its inactive biofuel plants in order to meet demand, instead of solely relying on imports. Nguyen Van Tiu, general director of the Tu Luc I fuel wholesaler, said E5 biofuel is selling much slower than A92 as local consumers have little confidence in the product. Tiu said if it was much cheaper to use the biofuel, consumers may change habit. At present, E5 is only VND150 a liter cheaper than A92. “If the price difference was VND1,000 or VND2,000 a liter, consumers may change their ideas,” Tiu said. From an expert’s perspective, Ngo Tri Long, a price management pundit, said the government should encourage, instead of mandate, the use of E5 biofuel.

Pee in public and pay higher fines, Vietnam says
TUOI TRE NEWS UPDATED : 11/29/2016 19:01 GMT + 7 Vietnamese officials have decided to intensify a crackdown on public urination in the name of environmental protection. Those peeing in public will be subject to higher fines, according to a new decree set to take effect next year. However, skeptics still doubt the effectiveness of the new penalty. The fiat, which will come into force on February 1, 2017, says that those urinating in public will be fined between VND1 million (US$44) and VND3 million ($131). The current penalty for such an illegal act is from VND200,000 ($8.7) to VND300,000 ($13). People who are caught littering cigarette butts in public will be fined from VND500,000 ($22) to VND1 million, according to the new rule. Those dumping garbage on sidewalks, roadways and into local drainage systems will be charged from VND5 million ($220) to VND7 million ($308), much higher than the current fine, which is only around VND400,000 ($17.5). Some experts considered the harsher punishments necessary for raising public awareness of environmental protection. According to Ho Nguyen Le, a Vietnamese lawyer, the current law on environmental protection is not strict enough while Vietnamese tend to turn a blind eye to public hygiene. Aside from encouraging people to protect the environment they live in, a stern penalty is a must to prevent any violation, Le said. However, Pham Thi Hoang Anh, chief of the office of Healthbridge Canada in Vietnam, a non-profit environmental organization, asserted that the new fine is not so much of a deterrent. “Apart from a hefty penalty, competent agencies should also carry out regular inspections and sternly punish violators,” Anh said. According to Nguyen Huu The Trach, a lawyer, law enforcers should ensure fairness and clarity as they deal with offenders of environmental protection regulations. Local residents should actively study the new rules to cooperate with officers, in a greater bid to conserve their surroundings, Trach said. Another legal pundit stated that lawbreakers should also be required to do community service alongside a financial penalty. Parents and adults in a community must strictly comply with the law to set good examples to their children, he added
