Bro, i think u got it wrong. PRs cannot hold Singapore passport, they only hold Singapore BLUE ID.

She has to get a REP. A Re-Entry Permit (REP) is necessary whenever a Singapore Permanent Resident (SPR) wishes to travel out of Singapore using her foreign travel documents. It will enable him/her to retain his/her SPR status while away from Singapore.

Yes, she still require to apply for mutiple-trip visa as per each country's immigration requirements. She need to apply a malaysian mutiple-trip visa thru' various agencies in order to enter malaysia because she still holding her own country's travel documents. Normally they will grant her one year mutliple trip visa, @ $20 processing fee.

Additionally, REP cost $10 per year, or $50 for 5 years.
