The way i understand the 90/2 rule is: At the end of 90 min, you have to leave (doesn't matter if you didn't finish 2 shot). If you finish 2 shot with time to spare, u can still rest/cuddle with FL till time is up.

TBH if FL dont want, nothing you can do other then feedback to OKT, if no refund/discount, share here so we can avoid lor (which means hurting FL & OKT business).
