Months ago in beginning 2015.

How much does Singapore spend on political appointments?

When Prime Minister Lee Hsien Loong announced his new cabinet and political appointments last Monday (28 September), one of the moves involved appointing two ministers of equal standing to both the Ministry of Trade and Industry (MTI) and the Ministry of Education (MOE).

The two new Education ministers, Ong Ye Kung and Ng Chee Meng, both won their seats for the first time in the recent General Elections. Two new Coordinating Minister posts were also created — for Economic and Social Policies, and Infrastructure, joining the previous Coordinating Minister for National Security.

In total, there are now 54 political appointments, including Ministers of State and Parliamentary Secretaries. This is one more than the estimated number of political appointments in the Budget for 2015.

In the Budget delivered in February, the various ministries estimated the total expenditure for political appointments in the year to be $40 million, a slight increase over 2014’s revised figures of $38.9 million, according to figures from the Budget 2015 website.

Despite the number of politicians holding multiple portfolios, the Public Service Division (PSD) website states a political appointment holder would only receive one pay package, although they still get their Member of Parliament allowances because of the dual roles they perform.

According to revised figures for 2014, the Ministry of Foreign Affairs’ (MFA) political appointments expenditure was around $150,000. In comparison, that of the Law Ministry was $2 million. Current Home Affairs Minister K. Shanmugam had previously held both the Foreign Affairs portfolio and the Law portfolio, retaining the latter in the new cabinet.

Any pay-matching?

There is also a make-up pay system, which gives the Prime Minister the flexibility to offer a higher salary "outside of the Ministerial salary ranges to an outstanding candidate from the private sector who may be drawing a significantly higher salary".

The system, which was introduced in 1989, was not used up to 2012, according to the PSD’s website. Yahoo Singapore reached out to the PSD last week to ask if this had changed with the new Cabinet appointments.

In an email reply on Wednesday, the PSD said there was “no other information available apart from what is already publicly available.”

Currently, the pay of an entry-level minister of the MR4 grade at the benchmark level is $55,000 monthly. This works out to an annual salary of $1.1 million, of which $715,000 is fixed and the remainder variable.

The benchmark is based on the median income of the top 1,000 income earners who are Singapore citizens, after a 40 per cent reduction, which the PSD says is to “reflect the ethos of political service”.

The salaries of the other political appointment holders are determined based on a ratio of the MR4 grade, which “reflect the roles and responsibilities of the different political appointment holders”.

Biggest, smallest spenders

According to the 2014 revised figures in the Budget, the Prime Minister’s Office has the largest expenditure for political appointments at $15.2 million. This is followed by MTI at $2.48 million and the Ministry of National Development at $2.44 million.

The ministry that spent the least on political appointments was the MFA, then the Ministry of Community, Culture and Youth at around $740,000, followed by both the MOE and the Ministry of Environment and Water Resources at around $965,000.

The issue of politicians’ pay has been brought up many times, most recently earlier this year in Parliament.

MP Edwin Tong had asked if it was time to review the framework which determined political salaries, to which Deputy Prime Minister Teo Chee Hean replied that the Committee to Review Ministerial Salaries had recommended the framework be reviewed every five years. It was last reviewed in 2011, and the recommendations made in 2012.

Teo also revealed the benchmark MR4 salary should have increased to $1.2 million in 2014, but the government had kept it at the 2011 level of $1.1 million.

Prime Minister Lee Hsien Loong's open admission that PAP wards are favoured for HDB upgrading exercises has touched a raw nerve among netizens.

His admission came as a reply to a university student living in the Hougang Single-Member Constituency (SMC) ward who asked if he could pay less tax since the opposition-held ward does not enjoy upgrading programmes.
Since this story was first posted, reaction has been swift with over 1,500 Facebook shares and 150 comments. The majority were highly critical of PM Lee's stand.

The highest-rated comment came from Yahoo! user Chia, who posted, "Upgrading is not delivered solely based on policies. It is driven by money from the reserves. The money comes from the people and not from PAP."

He added that, "It (upgrading) is a national building programme. A nation does not belong to any party but the people."

Another Yahoo! user, Davido, said, "I can't believe the PM said that, my only respect left for him is that he is candid enough to admit not all wards are treated equally."

User VKH was also appalled at the PM's comments.

He wrote, "I thought that as PM, he was there to represent ALL the people, without favour or preference. He is not the PM of just those he voted for, but for each and every Singapore citizen, including those who did not vote for him or his party... How can the PM say that if you vote for PAP, you get nice chocolate cake and coffee, but if you vote for other party you only get water and biscuit?"

The furious reaction comes a day after fourth-year engineering student Seah Yin Hwa asked PM Lee why residents living in Hougang SMC are penalised for picking "a 'Teochew nang' (dialect for Teochew person) who doesn't wear a white uniform"

When asked by PM Lee on how he was penalised, the 25-year-old Seah said, "When it comes to upgrading, what is being told to us is that we don't have the funds to actually go ahead with lift upgrading, as well as shelters to the bus stops. When I look across the road to Aljunied GRC, they have everything, " reported The Straits Times.

Paraphrasing the question posed, PM Lee said that what Mr Seah meant is why opposition wards are not treated at least as good, or maybe even better than the PAP wards.

PM Lee's reply was, "The answer is that there has to be a distinction. Because the PAP wards supported the Government and the policies which delivered these good things."

He said that while basic goods such roads, transportation, housing, healthcare and defence apply to Singaporeans, the extras — which come down to the upgrading programmes — is a national programme.

"Between the people who voted and supported the programme and the government, and the people who didn't, I think if we went and put yours before the PAP constituencies, it would be an injustice," PM Lee told the 1,200 students who were attending a Ministerial Forum organised by the National University of Singapore (NUS) Students' Political Association. .



In response to PM Lee, Seah cheekily asked if he could pay less tax and maybe "take one or two years off my NS?", which drew laughter and applause from the audience.

But PM Lee said that this is not possible because the SAF, defence, taxes and all the facilities which have been provided, are enjoyed by every Singaporean.

Rounding off his reply, PM Lee said, "But you can do something about it, you know. You don't have to keep voting for people not in white-on-white."

PM Lee explains ministerial salaries

The contentious issue of ministerial salaries was also discussed at the forum after a Nanyang Technological University (NTU) accountancy student brought it up, comparing the salaries of leaders from Singapore and the United States.

"The US president is actually paid less than a Cabinet minister in Singapore. I'm sure we agree his job is a lot tougher than our Cabinet ministers," said the student.

In his response, PM Lee said that US President Barack Obama may be earning less than a Singaporean minister, but the American system is not without its flaws.

For example, he highlighted that the US had different ways of rewarding its presidents and that the low salary of the president had suppressed salaries down the line.

Explaining his first point, PM Lee said that former US presidents are involved in money-spinning book and lecture tours after they step down.

"Retired US presidents go on book tours, they write books, they are paid US$10 million (S$13 million) advance, they get somebody to help them write a tome and they make a lecture tour…Every lecture (by former president) Bill Clinton: US$100,000 to US$200,000 for half an hour.

"That's the system. I think that's not a good system for us. We don't want ministers to retire and go on lecture tours."

Touching on his second point, PM Lee said the low salary of US presidents adversely impacted the rest of the civil service down the line.

"Because the president's pay being set at a level which is not quite right, all the rest of the civil service and government pay in the US system has to take dressing from there and come down…and come down," he said.

PM Lee stressed that Singapore's ministerial pay structure was one that works.

But when asked if salaries should still be pegged to the private sector given the many candidates taken from the civil service and unions, he replied, "The reason I can get good people from the Government and the unions is that I have a pay system which is working properly.

"People do not enter politics to get rich but neither will they enter politics and as a result, they and their family will become poor."

He added, "It is something which is not easy to accept emotionally but is the right thing for Singapore. If you want the system to work for the long term, you must be honest about it. What do I pay for? I pay for the importance of the job and how difficult it is to do."

Opposition question PA stance on grassroots advisers

Two opposition parties have criticised a recent letter by the People's Association (PA) on why opposition Members of Parliament (MPs) cannot be advisers to grassroots organisations (GROs).

"I can only conclude that the PA is partisan," said Hougang SMC MP Yaw Shin Leong, pointing out that organisation seemed to be equating the government with the ruling People's Action Party (PAP) in its forum letter.

"The government and the said political party needs to be separated in terms of identity," Yaw said. "Over the decades, however, the two seem to have been increasingly seen as the same."

The Singapore People's Party echoed this view.

"By choosing not to work with duly elected Opposition MPs, the PA is confirming that it is working for the interest of the PAP, not Singapore," the party's central executive committee said in a statement.

In a forum letter to The Straits Times published on Wednesday, PA's director for corporate and marketing communications Ooi Hui Mei said that opposition MPs cannot be advisers to GROs because they "cannot be expected" to promote government activities.

"The government has to appoint grassroots advisers who support its programmes and can play this role well... Opposition MPs cannot be expected to do this and thus cannot become advisers to GROs," wrote Ooi.

She further explained that "besides connecting people to people, grassroots advisers are required to help the government connect with people and help promote government policies and programmes such as anti-dengue and active ageing."

Ooi was responding to a reader who felt grassroots advisers, who are appointed by the PA, should be elected MPs.

Yaw told Yahoo! Singapore that he found it strange for the PA to comment that an elected opposition MP, being one himself, is unable to fulfill the role of connecting with people and promoting programmes such as anti-dengue and active ageing.

When contacted, Pasir Ris-Punggol GRC and PAP MP Janil Puthucheary defended the PA's policy.

Dr Puthucheary, who sits on the PA's board of management, said that as a statutory board, the PA is "linked to government policy" and the grassroots adviser has to believe in the overall thrust of the government's approach.

"People who implement and operationalise these policies cannot oppose them. You simply can't have a situation where the adviser does not support the implementation of these policies," he noted.

Opposition MPs fundamentally oppose the government and so would not always be in support of its policies and programmes, he said.

"Even if they did support policies such as anti-dengue and active ageing programmes, it is possible that they could oppose methods of implementation of these policies," he added.

However, political observer Tan Ern Ser said that the PA's actions may erode the moral ground of the PAP and dilute its political capital.

While the PA is able to defend its practice of appointing PAP members as grassroots advisers on "logical grounds", the associate professor of sociology at the National University of Singapore suggested that Opposition MPs take matters into their own hands.

"I would argue on practical grounds that the WP may want to consider setting up its own grassroots organisations, since the ones set up by PA may not take to them as advisers in any case," he said.

The debate over the politicisation of the PA started when Workers' Party (WP) Aljunied GRC MP Chen Show Mao was uninvited from a Hungry Ghosts' Festival dinner organised by Hougang residents because they were told that approval for the venue would be withdrawn by the PA if they invited Chen.

It later emerged that 26 commonly-used spaces in the constituency had been leased to the PA by the Housing and Development Board in June. Following a public outcry, the PA revised its policy and relaxed its restrictions on event guest lists.
