Just for info: Vietnam PM revamps war on drugs
Vietnam’s prime minister ordered an intensive “zero tolerance” crackdown on drug trafficking over the next three months on Monday. Nguyen Tan Dung gave the order to mark the International Day against Drug Abuse and Illicit Trafficking on June 26 as the country is reviewing its decade-long war on drugs. According to the Ministry of Public Security, police have arrested over 190,000 people in more than 111,000 drug trafficking cases since 1997. Over the ten year campaign, anti-drug forces have detected, tracked down and broken up a bevy of transnational drug trafficking rings while sending thousands of addicts to rehabilitation centers. They have also destroyed swathes of opium poppy fields in the country’s rural areas However, the ministry warned that drug use and trafficking in Vietnam had evolved as the number of drug addicts has continued to rise and smuggling rings have became more sophisticated. HCMC can’t meet PM’s traffic accident goal, looks to helmet laws: Authorities are worried by the alarming number of HCMC traffic accidents, which has leapt 17 percent year-on-year and caused 539 deaths this year, according to a People’s Committee traffic conference Friday. Tran Quang Phuong, head of the Department of Transport and Public Works, confessed that the city would not be able to achieve Prime Minister Nguyen Tan Dung’s goal of decreasing traffic accidents by 7.7%. By June 17, there had been 637 accidents in the city, totaling 539 deaths and 421 injuries. Over 70% of the crashes were caused by or related to motorbike drivers. None of the dead were wearing helmets. According to research by Cho Ray Hospital, the city’s major medical center, 86% of HCMC accident victims could have escaped brain trauma and death if they had worn helmets. Nguyen Huu Tin, deputy head of the committee, instructed traffic police and officers to mobilize the forces necessary to enforce a new law stating that all motorbike drivers and riders must wear helmets on all streets in the city as of January 1, 2008. Vietnam now requires helmets to be worn on national highways, but not in cities or on country roads. Tran Quang Phuong from the city Traffic Security Committee said that in the short term city administration should ask Party members and state officials to wear helmets to set an example for residents. He added that adherence to traffic regulations should be included in the assessment of state officials and Party members. Tin also instructed the city Department of Transport and Public Works to hasten progress on major traffic projects. City traffic police would intensify patrols to curb illegal motorbike races and other traffic infringements, especially from 7 pm to 2 am when 52% of accidents occur. Within the first five months of the year, Vietnam saw 6,400 accidents causing 5,800 deaths and 4,900 injuries. Last year, 14,000 Vietnamese people died and 30,000 were injured from road crashes. Vietnam, with a population of 85 million people, has more than 21 million motorbikes but only 3 percent of the country's motorbike drivers wear helmets. wear helmet? the vietnamese will tell u mai siao lah, so hot wear simi helmet. Wear liao helmet cannot see. Tell them to use side mirror, they will tell you will knock into people. Thus causing more accidents. These are the thoughts from local vietnamese. I ever wore helmet on highways. The helmet got oshimoro one. Accident sure die de. And even safety construction helmets can be used. Most of the helmets cost around 7-8SGD. Safety is never the first thoughts in these vietnamese mind. Comfort first. That's why girls dont like condom too. Need to open classes to educate them fast
