If two person like each other, the sex is consensual ... There is no law against 2 consenting adults having sex.
And if it so happens that you offer a contract to the sex "buddy" ... it may be just coincidental! How to proof that a sexual bribery was given to exchange for the contract? Would be hard for the prosecutor to convict. Maybe all the 3 women just cannot tahan his manly charms? He may be hot ... He is a fire chief after all!
