================================================== ======= Deputy Prime Minister called for stricter oversight of Vietnam’s gender selection practices When doctors at a private medical service in Ho Chi Minh City’s District 5 told Tran Thi Thanh Hoang that her unborn child was a boy, she was hit with a feeling of joy. “I know it’s illegal to inform pregnant mothers about the gender of their babies,” said the 25-year-old employee of an advertisement company. “But I was too eager to know about that.” Hoang said the doctor conducting the ultrasound scan had a clever way to inform her and avoid being detected by health inspectors. “He had placed two small cards in a drawer, one reading ‘son’ and another reading ‘daughter.’ The doctor opened the drawer, pointed to the ‘son’ card and quickly closed it without saying a word,” she said. Such violations, which sometimes inspire parents to abort their unborn daughters, have exacerbated Vietnam’s gender imbalances, officials say. And the problem is only getting worse. “The gender ratio has risen to 111 males per 100 females among children under four years old. This is much higher than in 2009, when it was 108.65 males per 100 females,” said Duong Quoc Trong, director of the General Office of Population and Family Planning in a statement issued on June 6. Trong said the imbalance has gotten worse over the past decades. In some provinces, the ratio is as high as 130 males per 100 females. Provinces with the worst imbalances include Hung Yen, Hai Duong, Bac Ninh and Ha Nam, he added. Vietnam's sex ratio at birth (SRB) has been rising steadily for the past few years, from the "average" 105 boys to 100 girls in 1999 to 110:100 in 2006. According to the 2009 Census, sex selection is practiced most in Vietnam’s Red River Delta provinces and among wealthier households. Health authorities have warned that about ten percent of Vietnamese men, or two million men, will face problems finding a wife in the next 20 to 25 years. Deputy Prime Minister Nguyen Thien Nhan chaired a meeting on May 30 seeking strategies to curb Vietnam’s gender imbalance. “Ultrasound scans, cheap abortions and the legality of abortion of first-trimester babies have contributed to the imbalance,” he said. Nhan said that “the entire political system” should get involved in tackling the gender imbalance, with a particular focus on the ten provinces with the highest gender discrepancies. He also instructed relevant agencies to enforce the laws banning the disclosure of prenatal gender information and tighten inspections of abortion facilities. The Health Ministry was told to create an action plan for the ten provinces with the worst problems by the end of this month. According to Deputy Health Minister Nguyen Viet Tien, Vietnam is among the countries with the highest abortion rate in the world. The abortion of female babies following ultrasonic scans was identified as the prime contributing factor. A report presented by the Health Ministry at the May 30 meeting warned that there may be “unexpected socio-political consequences” when this lopsided generation reaches marrying age in 2025. Teen gets 12 years in jail over child rape
================================================== = The People’s Court in Hanoi held a trial to judge the teenage gang involving in the case of child rape and robbery of victims from yahoo chats led by Dao Thi Thu Huong, 15, and her lover Trinh Thang Long, 19. At the trial, Hanoi procuracy stressed such crimes are very dangerous to society and violate human morality and therefore on Friday morning sentenced Long hailing from Thanh Hoa province to 30 years in prison, and 12 years for Huong from Hanoi. Six other indictees between the ages of 18 and 20 faced from 4 to 30 years in prison. Huong, the gang’s youngest member and was dubbed as My "soi" (Wolf), and Long have long dropped out of school. The others include Nguyen Xuan Thang, Nguyen Duc Hoang, Le Quang Vinh. Au The Doan, Hoang Trong Dat, and Tran Hoang Nam. All of them had led a fast life before their arrest. Except Nam who is facing robbery charges, the remaining seven are charged with three crimes: rape, raping children, and robbery. Not including Long, all of them are residents of Hanoi. According to indictment, Huong and Long made acquaintances with teen girls via chats on Internet. The couple later lured the teens to go out with them and then forced them into hotel rooms where the other male members of the gang raped them and then robbed their assets. They committed their first crime on July 16, 2010 and the victim was Pham Thi K.T, 25, a resident of Hanoi. Huong lured T. to go out and then forced her to go to a hotel, where she was raped many times. The gang also robbed VND200,000 (US$10) and a mobile phone from N.T.T, 16, who later managed to escape from the hotel. The gang later carried out four other crimes, in which they abducted, beat, raped and robbed their victims. Total value of the assets robbed by the gang is estimated at VND30 million ($1,500). All of the gang members confessed to their crimes at the trial and burst out crying after hearing the sentence.

Vietnam launches prostitution crackdown
================================================ A motorcycle taxi driver waits for clients next to a poster depicting so-called social evils including prostitution and drug addiction in northern Vietnam. The government has launched a five-year program aimed at cracking down on prostitution in communes and towns. With a budget of VND629 billion ($30.5 million), the program looks to reduce the rate of prostitution in communes and towns by 60 percent by 2015, the government said in a statement posted on its website this week. Building more rehab and healthcare centers and providing job training for former sex workers are among the measures the government said will be taken to battle prostitution. Money will also be spent on propaganda such as leaflets, newspapers and documents aiming to raise awareness of sex workers about HIV infection and sexually transmitted diseases. Police departments will be supported to strengthen crackdown on secret brothels and prostitutes in public places. An estimated 30,000-40,000 sex workers are reported to operate nationwide, and the industry has continued to flourish despite previous campaigns against it. Between 2006 and 2010, Vietnamese authorities discovered nearly one third of more than 182,000 establishments housing prostitutes, with a total 9,067 sex workers busted. Localities with the most prostitutes include Hanoi, Ho Chi Minh City, Ba Ria-Vung Tau, Can Tho, Tay Ninh, Dong Thap and Dong Nai. An estimated 30-40 percent of Vietnamese prostitutes are infected with HIV, according to a study by the Social Ills Prevention Department in Ho Chi Minh City. Toyota Vietnam punishes whistle-blowing engineer ================================================== ===== Mr. Le Van TachToyota Vietnam has suspended for three months an engineer who exposed technical faults in manufacturing leading to the biggest vehicle recall in Vietnamese history earlier this year. During the period, the company will still pay 50% of salary to Le Van Tach. On June 11 Tach received the suspension notice on the grounds that he negatively affected work and had a bad influence on the prestige of colleagues. Tach said after exposing several technical flaws in Toyota cars assembled in Vietnam, he had received threats and insults from colleagues. On May 31 Tach sent a complaint to the general director that seven senior officials had insulted and threatened him. He wanted the company to apologize and compensate him. But the general director replied that the accusations lacked evidence. The company said after an investigation that many of the employees had “only joked” while some did not remember or spoke in an individual capacity and not on behalf of the company. It thus ruled out paying compensation or tendering an apology. “I am very surprised the general director of Toyota Vietnam tries to deny the truth to evade responsibility,” Tach said. Tran Quoc Hung, head of Toyota Vietnam’s planning department, told Nguoi Lao Dong newspaper Sunday that the suspension was not related to Tach’s whistle-blowing but to his baseless accusations that caused disunity among employees. “Tach has accused a number of individuals in the company and requested the company for compensation. After investigation, we found that such acts are not related to production activities and caused rifts within the company. “This [suspension] is necessary for Tach to consider his recent acts,” Hung said, adding the suspension was in line with the labor law and company regulations. April 1 press conference On April 1, Toyota production director for Vietnam Tadashi Yoshida had told the media that he welcomed employees’ contributions towards improving products. “Tach will not be fired or discriminated,” he had said. Due to Tach’s expose, since April this year, Toyota Vietnam has recalled over 70,000 cars for problems related to bolts, pressure and seats. In the latest recall - on June 7, the company announced that it will offer free checks for oil pressure on 6,108 Innova J cars produced between December 26, 2005 and November 24, 2010. On April 15, Toyota Vietnam officially offered an apology and released a recall plan on 65,703 cars including a mere 167 Innova J vehicles. The company earlier had announced a recall on 278 Camry cars. Hero or villain? Tach in late April received the “Responsibility Prize” from the Center for Research on Communication Development under Hanoi-based Vietnam Union of Science and Technology Association. He was lauded for his efforts in ensuring the benefits of more than 650,000 consumers in Vietnam and road safety. Tach said during the award ceremony that he had told Toyota bosses many times about the technical flaws but they had paid no heed or even threatened him. “I understand that Toyota Vietnam is a big enterprise with a brand name and trusted by many consumers. But the way it acted, shying away from responsibility and announcing false information, is surprising". “They initially said only 8,830 vehicles [actual number is over 70,000] suffered from technical faults and announced the flaws would not affect quality”, Tach said at the awarding ceremony.
