Normal Price.. The better ones can cost up to VND 32mil. As to where they get the money from, either through working really hard and saving up the money or some "veggie" will willingly pay for it.

It is a chain of Cafes called "Windows Cafe" located within the city. there are a few but I only know the location of 2. The closest one to you would be Windows 4 located on Alessander De Rhodes near the Independence Palace on Nam Ky Khoi Nghia.
