Re: NEW ANGELES CITY (Pampanga, Balibago, Subic) PI

Latest updates on AC earthquake.

9 dead bodies recovered under debris of collapsed buildings in Pampanga.... my DH Group dancer friend post in her facebook photos of the damages inside some bars on Walking Street. She also post Perimeter bars are worse off but she too scared to go that side as occasional tremors still happening and the roads are cracked up.

Most of the damaged buildings are along MacArthur Highway side.
Fil-Am Casino part of the ceiling collapsed... some gamblers injured.
Clark Airport remains closed..... Departure Terminal declared structurally unsafe. All flights cancelled for next 3 weeks tentatively or until the urgent repairworks completed.

Situation not looking good as monsoon season is coming soon with 1st typhoon expected in about 2 weeks..... hopefully it will bypass Luzon this year.

From that guy's post, no name sounded SGn. I am sure none here is there in the picture

My point is, don't do silly stuff when mad, like posting on Facebook 😂

That guy may have a lawsuit coming his way, by the girl. Online slander is serious in Philippines, if filed by a Filipino.

Muahahaha...... engineers had declared the building structurally unsafe after the earthquake..... and miraculously it is now ready to operate after only 2 days of repair works?

I wouldn't want to take the risk as someone out there is not telling rhe truth. Another example of economics taking precedence over human lives.

False ceilings are not earthquake proofed. And the structure is different. I didn't recall any engineer saying the structure is unsound.

They didn't repair, they just cleaned the place up.

DILG to LGUs: Inspect all buildings in your areas to ensure public safety

REPORT

from Government of the Philippines

Published on 25 Apr 2019 —View Original

By Susan G. De Leon

QUEZON CITY, April 24 (PIA)--The Department of the Interior and Local Government (DILG) ordered all local government units (LGUs) in earthquake-affected areas to immediately inspect all buildings in their respective jurisdictions to ensure public safety after quakes jolted parts of Luzon, Visayas and Mindanao in the past two days after receiving complaints that Clark International Airport Corporation (CIAC) Acting President Alex Cauguiran disregard damage assessment reports from the Public Works Department which had sent assessment teams to inspect for infrastructural damages. The assessment team had observed cracks on the support columns of the building infrastructures.

DILG Secretary Eduardo M. Año urged all LGUs, through their building officials, to conduct the inspections as well as to coordinate with local offices of the Bureau of Fire Protection (BFP) to ensure proper compliance to the National Building Code of the Philippines (NBCP) or Presidential Decree 1096, s. 1997 and the Fire Code of the Philippines (FCP) or Republic Act No. 9514.

“Aside from being physically present in your respective LGUs during these times, all local chief executives are reminded to not be complacent in doing preemptive measures to ensure that all structures are safe for use,” he says.

“Huwag po nating ipagwalang-bahala if you see any portion of a building wracked, warped, buckled, or settled to such an extent that walls or other structural portions have materially less resistance to earthquake, you should immediately inform the building owners. There should be no compromise when it comes to public safety,” he adds.

According to the NBCP, among the qualifications for a building to be considered dangerous is whenever any portion thereof has been damaged by fire, earthquake, wind, flood or by any other cause, to such an extent that the structural strength or the stability thereof is materially less than it was before the catastrophe and is less than the minimum requirements of the Code.”

Año further directs DILG Regional Directors and Provincial Directors to make an assessment on the quick action as well as readiness of all LGUs during and after the earthquake on Monday.

"All DILG field offices must assess the effectiveness and the lapses of the recent earthquake drills conducted by LGUs. Check if LGUs have immediately setup their tactical operation centers. Have the local chief executives convened their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs)?" he says.

The DILG Chief has also instructed the Philippine National Police (PNP) and the BFP to assist in rescue and relief efforts in earthquake affected areas in Luzon, Visayas and Mindanao especially in areas near the epicenter of the earthquakes.

Meanwhile, the PNP Chief, Police General Oscar Albayalde has directed the Police Regional Office III under P/BGen. Joel Napoleon Coronel to activate their Disaster Incident Management Task Group and immediately provide assistance to the Regional Disaster Risk Reduction and Management Council (RDRRMC) III, LGUs, other government agencies, and civilian groups.

Año says that the PNP is on top of the peace and order situation in all affected areas and is assisting in the clearing of all affected roads and bridges for search, rescue and relief operations. He also directed the BFP to assist in all ongoing rescue and relief operations.

Moreover, he reminds LGUs of Sections 444 and 455 of the Local Government Code that mandate local chief executives of city and municipal governments in their exercise of general supervision of their jurisdiction to visit component barangays of the municipality or city at least once every six months to deepen their understanding of problems and conditions areas of responsibility.

“Sa ganitong panahon ng sakuna, LGUs should be able to test their coordination and communication mechanism during response operations, and understand the command and control mechanism in emergency and disaster operation of their LDRRMCs,” he points out. (PIA InfoComm/DILG. ]

The issue is not inspection.

Take Baguio SM, if a truck drives into the basement, one floor up you can sometimes feel the vibration. And the flooring looks popped up at some place and you can feel the gaps.

Don't forget, so many videos during this shake, Even Kandi towers, showing debris falling. Plus enough in Manila too.

All legally allowed constructions .

And the intensity was only about 3 in Manila

They cleaned up the airport and it is in operation.

Anyway this is Philippines. In Baguio a supermarket caught fire and burnt for half a day, luckily not day time as not many fire escape

A week later ?

No stop work, no nothing.

If you pay the right people, the law enforcement will side with you, saying continued investigation will deprive people of jobs and inconvenience the customers
