Boy, 6, in childcare incident suspended

Probe into alleged improper touch at childcare centre

The Ministry of Social and Family Development (MSF) is investigating an incident involving two six-year-old children, where a boy allegedly touched a girl inappropriately at a childcare centre run by the PAP Community Foundation (PCF) last Tuesday.

The girl had reported that a boy at the Sparkletots Preschool in Taman Jurong had touched her inappropriately, and the centre's staff immediately notified the parents of both children, the PCF said, adding that it has been investigating the matter.

A child psychologist and teacher have been assigned to counsel the children, and the boy's parent has agreed not to send him to the centre for the time being.

"We deeply regret the incident and fully sympathise with the parents in their distress. Our top priority is the well-being of our young children," the PCF said.

"Based on the findings and recommendations of the child psychologists, PCF will take the necessary follow-up action."

The PCF is also liaising with MSF, which confirmed it is investigating the matter.

According to a Facebook post by a parent of the girl, the boy allegedly put his hand under the girl's skirt during an afternoon nap session, and admitted to doing so on being questioned.

"My girl is now feeling so frightened and traumatised," the post said.

When contacted, the principal declined to comment.

A video showing a confrontation purportedly between the girl's parents and the PCF staff outside the school on Friday was taken by the girl's father and uploaded on YouTube. It was viewed more than 72,000 times.

The minimum age of criminal responsibility in Singapore is seven, but children below 12 years of age are not considered to have committed an offence if they are judged to be too immature to understand the consequences of their actions.

Dr Raymond Cheong from the Children/Youth Learning and Counselling Clinic said that teachers and parents have an important role to play in educating children on the differences and boundaries for boys and girls.

"No child is born a sexual predator," he said.

Ms Jane Mayo, 51, a teacher at preschool Little Bunnies The Outdoor Classroom finds it hard to believe that the intentions of a six-year-old boy would be deliberately sexual.

"The actions of children can often be misinterpreted by adults. Children are naturally curious and this is how they learn," she said.

Father of three Sue Bing Hao said that he was shocked by the incident, and worries about the safety of his four-year-old daughter, who attends pre-school.

But Ms Nasrin Sulthana, 30, an administrator whose four-year-old daughter attends the Sparkletots Preschool in Taman Jurong, remains unfazed. She trusts that her daughter is in safe hands, she told The Straits Times.

"This is the first time a case like this has happened and I am sure the school will be more careful in future," she said.

Fatal assault: Youth brutally bashed unconscious teen

19-year-old convicted of causing grievous hurt; victim declined his challenge to fight

An 18-year-old brutally assaulted another youth as he lay unconscious on the ground, after the latter declined to take up a challenge to fight, a court heard yesterday.

The victim, also 18, had a broken skull and bleeding in his brain. He died in hospital five days later.

Yesterday, Jeron Liew Wei Jie, now 19, was convicted of three charges - causing grievous hurt, robbery with hurt, and drug consumption - after he pleaded guilty.

Two counts of having a knife in public and two charges of having cigarettes as a minor will be considered in sentencing on April 29.

On May 23 last year, the victim, Mr Kelvin Gan Teck Xiang, checked into a hotel for a friend's 18th birthday the next day. Just after midnight, Mr Gan and his friends went to Club Casanovi at Parklane Mall in Selegie Road.

At about 2am, the victim and his friends bumped into Liew, who was on his way to get supper opposite the mall. Liew went up to the group as he knew one of Mr Gan's friends.

Liew found the victim "acting proud and showing a bad attitude", Deputy Public Prosecutor Sarah Shi said. Liew also thought Mr Gan was boasting about belonging to a gang, and challenged him to a fight, but the victim declined to do so.

Mr Gan made a phone call as he crossed the road. Suspecting he was calling for "backup", Liew pulled Mr Gan by his collar into an alley. Liew raised his fists and again challenged him to a fight, to no avail.

At about 2.45am, Liew punched Mr Gan's face twice and he fell backwards, hitting his head on the ground. Liew yanked his collar and called out to him, but he was unconscious. Liew again challenged Mr Gan to hit him and slapped his face twice. Liew then forcefully hurled Mr Gan's head down to hit the kerb and kicked his face twice, before Mr Gan's friends pulled Liew away.

Mr Gan was carried into a taxi and back to the hotel by his friends. At some point, he regained consciousness and said he was in pain, but lapsed back into what his friends thought was sleep. They called for an ambulance at about 9am, when they realised he was unresponsive.

Separately on Jan 16 last year, Liew, along with two friends, robbed lorry driver Balasubramaniam Sureshkumar, 29, of two cellphones worth $370 in total.The next month, Liew was caught for drug use. He admitted he had been taking methamphetamine since late 2013.

DPP Shi called for nine years' jail with 24 strokes of the cane, while Liew's lawyer Kalidass Murugaiyan asked for five to six years' jail.

a few weeks ago, i met up with an old friend at a ktv. he was with a few other friends. we had a good night singing, play the ladies and drinking lots. at the end of the night, my friend and his other friend still horny, so they want go geylang look for a fuck. i was ok la since i had a fuck earlier that night, but i want to catch up with friend so i follow them lor.

High Court dismisses sex tour organiser's appeal against sentence

SINGAPORE - An appeal for an lighter sentence by Chan Chun Hong - the first person in Singapore to be convicted of organising an overseas tour for commercial sex with a minor - was dismissed on Wednesday (April 20) by the High Court.

Chan, a former Singapore Armed Forces captain also known as Chris, is serving a jail term of four years and eight months, handed down by a district court in April last year.

The 32-year-old diagnosed paedophile had pleaded guilty to 12 of 145 charges - seven of transmitting obscene materials, one of making travel plans for an undercover cop to have paid sex with a minor in Cambodia, three of distributing information intended to promote child-sex tourism, and one for having obscene films.

Chan appealed against the individual sentences on four charges - one of organising a child-sex tour and three of distributing information to promote child-sex tourism.

On Wednesday, Chief Justice Sundaresh Menon concluded that, apart from that for one charge, the sentences imposed were not manifestly excessive.

He reduced the sentence, from 20 months to 12 months, for the charge of distributing information to promote child-sex tourism. But this did not impact the overall sentence as this jail term was ordered to run concurrently with two other sentences.

He set a benchmark sentence of 21/2 years' jail as a starting point for ad-hoc or opportunistic sex-tour organiserswho knowingly make travel arrangements for a prospective child-sex tourist in circumstances such as the current case, where there was no profit motive.

CJ Menon noted that Chan's jail term for organising a child-sex tour could justifiably be higher but, as the prosecution did not appeal, he would not disturb the sentence.

He rejected arguments by Chan that he deserved a lighter sentence, citing, among other things, entrapment and his diagnosis of paedophilia.

The CJ emphasised that a strong deterrent message must be sent to all would-be offenders so as to protect vulnerable child victims from suffering irreparable harm as a result of being trapped in the sex trade.

"Sending countries" must curb demand for child sex tourism from within their borders through legislation and robust enforcement, he said .

While out on court bail in July 2014 after his arrest in March that year, Andrew Lim Kim Lwee engaged one of his contacts to create a further website.

He began operating this website and again advertised freelance prostitutes, who paid him advertising fees. He posted links and advertisements on sammyboy forum.

The vice webmaster made about $152,000 in total from managing the five websites.

On Friday (April 15), Lim was sentenced to 13 months' jail and fined a total of $27,000 after he had admitted to nine charges of living on immoral earnings. Another 14 charges of living and attempting to live on prostitution earnings were considered in sentencing.

In September 2012, Lim enlisted the help of an unknown Chinese national to set up the four websites in return for a yearly subscription fee.

He would arrange to meet prostitutes at their places of lodging or at hotel rooms to take suggestive and explicit photographs for their profiles on the websites.

He would advise them what to wear, what type of photographs to take and upload. He would also ask them, among other things, about the types of services they could consider providing and how much to charge their customers.

The prostitutes who managed their own bookings and arrangements with paying customers paid him $350 a month from their earnings to maintain their online profiles and advertise their services.

Lim could have up to about 100 women advertising their paid services on the websites at any one time. He told police that his estimated earnings was $110,000 to $120,000 from running the websites.

Deputy Public Prosecutor Tan Soo Tet said Lim was the sole operator and administrator of the four websites from September 2012 till his arrest in March 2014.

Apart from advertising on online adult chat forums, Lim engaged Gregory Teo Wee Hiang, 40, to create and post "field reports" for the prostitutes. These were descriptions and reviews of the women's sexual services and the writer's experiences with them.

While out on court bail in July 2014, Lim reoffended and ran a fifth website - posting links and advertisements on sammyboy forum.

Sometime in January last year, he approached Soh Ah Guan, 36, to enter into a partnership to jointly run the website.

"He was concerned as he was the subject of ongoing criminal proceedings against him and wanted someone to assist in the continued operation of the website in the event that he had to serve an imprisonment term,'' said DPP Tan.

Lim told Soh they would share the profits equally. They ran the website for about two months.

In his police statement, Lim said there would be at least 50 prostitutes advertising their sexual services on the website at any one point, and that he earned at least $42,000 between July 2014 and February las tyear.

In passing sentence, District Judge Luke Tan noted Lim's extensive role during the 1½ years of operation such as the number of websites and customers.

Referring to his second set of offences, he said: "He barely left the court and was embarking on a whole new round of offences."

The fact that Lim earned around $42,000 through the short period suggested that his vice business was "clearly booming", said the judge.

Lim, represented by Mr Anil Singh, could have been jailed for up to five years and fined up to $10,000 per charge.
