Thai Van Long street is running Parallel (2 streets away) to Hai Ba Trung. There are few money changers around where you are staying. Just ask your hotel and they will point you to the nearest one

Depends what time you go whether you spot hotties there or not. They get picked first of course. This place has upstairs rooms where most customers will go, few stay downstairs in the main bar. That said, last time I was there, pretty early, didn't spot the hot ones I'd seen on previous visits. It fluctuates.
