Even though they routinely carry out HIV tests, can that guarantee that there is no disease? because as far as I know, HIV has only been detected several years since the virus existed

nah, that's the condition called AIDS. THe virus itself can be detected in 1 month (4th gen test) or 3 months (3rd gen)
