The screen ratio is a feature to toggle the screen size in VR so as to avoid double vision, its a relatively new feature especially in iphones

But lets say if i were to toggle the screen size ratio and make it smaller means that in vr the vr screen is smaller also?

No that would not happen as there is something called layout which alot of developers use, see link below

This means that developer develop apps for vr its a part they have to consider

LOl, because everyone that make a vr video especially for porn is using a different vr camera as things are not standardized in vr like ISO
