3 possible reasons:
1) you're too tensed hence couldnt open up - have to be relaxed
2) his penis is too flaccid for penetration - need more foreplay

Actually the first time I did it with my gf (we both lost our virginity to each other), I couldnt go all the way through also, she was very wet.
