SINGAPORE: Police have arrested two men and three women who are believed to be members of a syndicate offering sex services online.

They are between 19 and 29-years-old.

Acting on information received, officers from Central Police Division raided a hotel located at Lavender Street on Monday and arrested the five suspects.

Cash amounting to S$1,250 and other items such as handphones, camera, and several notebooks containing what's believed to be transaction records were seized.

Investigations revealed that the syndicate is believed to have advertised sexual services via an internet website where potential customers could book their services and proceed to a designated hotel to complete the transaction.

Investigations are on-going.

Persons found guilty of offences under the Women's Charter may be fined not exceeding $10,000 and imprisoned not exceeding five years.

Any repeat offenders shall also be liable for caning.

Tan Hung Hooi, Commander of Central Police Division, said the Police will keep up enforcement actions against vice activities and take such offenders to task.

Public servants question in prostitution ring investigation

The police are investigating an online prostitution ring, with a former principal of a popular school among scores of men said to have been hauled up for questioning.

The principal, who is said to be 39 years old and married, resigned from the education service unexpectedly last December.
Several other public servants are also believed to be helping with the investigations. They are said to be from other government agencies.
A scholarship recipient is believed to be among them, Chinese daily Lianhe Wanbao reported on Sunday.

The Sunday Times understands that the investigation involves dozens of patrons.
Responding to media queries, a police spokesman would only confirm on Sunday that they are investigating a suspected online vice operation as part of enforcement efforts to clamp down on vice syndicates.
'As investigations are ongoing, it is not appropriate to provide further details at this juncture,' he added.
The probe comes after another online prostitution ring operating out of a condominium unit in Bukit Panjang was busted by the police last December. Twenty-three suspects were arrested.

Criminal Investigation Department director Hoong Wee Teck had said then that the operation was part of ongoing efforts to clamp down on vice activities conducted both online and 'offline' on the street.
'Those who think they can get away with such illicit activities under the guise of the Internet are mistaken,' he added.
The two cases, however, are not related, said the police on Sunday, in response to queries from The Sunday Times.

The principal, who is said to live in a condominium in the eastern part of Singapore, could not be reached for comment on Sunday. His cellphone was switched off.
But his sudden and unannounced departure from the school in December was a surprise and raised eyebrows, said sources.
His leaving was eventually attributed to 'personal reasons and family commitments', according to a message sent last month to parents of students in his former school.
The man is also known in sporting circles, and was an official with a national youth team.
'He's very hard-working and diligent, from what I saw of him at competitions,' said a sports official who has dealt with him for several years.
'He was also popular with the girls in the team under him, as he was quite responsible and took care of them.'

Reacting to news of the investigations, Mr Alvin Yeo, a member of the Government Parliamentary Committee for Home Affairs and Law, said it showed no one is above the law.
'Also, the Internet has changed the nature of crime, and increased its spread and reach,' added Mr Yeo, who is a senior counsel with WongPartnership.
'This also means we have to be increasingly vigilant of the Web being used as a vehicle to commit crime.'

Prostitution or hiring the services of a prostitute is not illegal here, but trafficking, soliciting and living off the earnings of a prostitute are offences.
The latest revelations come hot on the heels of another scandal involving two top civil servants, who are being investigated by the Corrupt Practices Investigation Bureau for 'serious personal misconduct'.
Mr Peter Lim Sin Pang and Mr Ng Boon Gay, the former chiefs of the Singapore Civil Defence Force and Central Narcotics Bureau, are believed to have had an unprofessional relationship with a woman IT executive.
That case is understood to revolve around the tender process of IT products.

HOW VICE RINGS OPERATE ONLINE

The women hail from countries such as Thailand, China and South Korea, and answer to names like 'Fonza', 'Snowy' and 'Salad'.

Photographs of them in revealing clothes are posted online, along with their age, height, weight, vital statistics and the rates they charge - from $80 to about $300 - for different sexual acts.

Websites advertising sexual services from women have proliferated here in recent years.

Many of the sites can be found via links from a popular local Internet forum which touts itself as 'Singapore's Virtual Sex Hub'. Some require users to register as members before they can access more information.

After they register, users can read 'field reports' from men who have engaged these women's services. Such reviews even rate the women on looks and sexual 'skills' on a scale of one to 10.

But there is another reason for the clients to write these reports. It seems these earn the writers 'reputation points', getting them into the inner circle of the pimps or syndicates that bring the women in.

They help the criminals themselves evade arrest, and show how the industry has evolved to deal with the authorities' stepped-up efforts to go after them.

'For the past year at least, any newbie who comes into the forum and asks for a girl won't get one, unless he has a certain level of points from writing reports,' said a source.

'Those running the vice rings are becoming more careful, making sure that people who contact them aren't actually undercover policemen.'

These tactics are believed to have been introduced after the authorities started clamping down in recent years.

It is understood their clientele runs the gamut from blue- to white-collar workers, and includes men in their 50s and 60s. They usually send a text message to the pimp, whose number is posted on the sites.

A reply on when and where to meet - usually a budget hotel in areas such as Balestier, Chinatown and Geylang - is then received. Sometimes, clients may be told to head to four-star hotels, where they meet the woman in a room that has been reserved for the long term.

The text message to the client also contains a confirmation of the 'services' to be delivered.The rates are markedly higher for South Koreans, Eastern Europeans and Russians, said one insider.

Also, many of the women are believed to be here on short-term visit passes, with the syndicates getting new 'batches' regularly.

A source said of a friend who uses such services: 'He's always on the lookout for fresh meat.'

then he has committed no offence....why did he resign?
i think it's really stupid.....calling up customer usually results in customer losing jobs...yet they did nothing wrong legally....besides nothing in the law states that civil servants cant visit prostitutes....not all of them are happily married....

The second case could be due to a local okt (MR T.. ) caught advertising a underage girl about 4 months back. I know of a brother who was called up and interview regarding this case. He approaches his lawyer friend but was ask to be answerable for his so call "misfortune".

Do note that engaging a WL who is underage is punishable. Minimum age of WL must be 18 and above. I can only say goodluck to those who had a session with this 17 years old lady. Jail term is awaiting you. Brothers, never take for granted. Must check ID of lady if in doubt. Not worth the risk.

Biggest hyprocisy ever.
Its even more improper for all these highest paid politicans in the world to allow the opening of 2 casinos here which mostly employ foreigners and already caused lots of social problem.

This is actually a good chance for the JB based OKT to get more business.Probably ticket sales to Hatyai/other Thai entertainment centres and Batam/Bintan will go up.
In the end the activities will continue but just that the money will flow overseas.
