Twice-retrenched PMET coerced to complete layoff survey form by MOM using Statistics Act (Chapter 317)


Hi Gilbert,

Just wanted to let you know about an incident with MOM which is quite funny.

Earlier this month, I received a survey request from MOM titled “After Layoff Survey 2013″ after which I received a call from a MOM officer requesting me to fill the survey.

I told him that when I needed MOM’s help to deal with ANZ, they had simply refused. So I am not willing to participate in their survey.

Yesterday, I received another letter from MOM dated 5-Dec, where I was strongly recommended to complete the survey under the Statistics Act (Chapter 317).

Under this act, if you do not provide them information, you could be fined up to $2000.

I find this to be quite amusing. I have completed the survey, unwillingly, as I do not want to pay the fine.

Anyway, here is the letter that I have written to MOM with my feedback.

I am quite sure that nothing would come out of it, but still I will do my bit to protect the people of Singapore from errant employers like ANZ.

Dear Mrs Tan,

This is in response to your letter REF: XXXXX where I was requested to fill the “After Layoff Survey, 2013″. I would like to voice my concerns in the manner in which this survey is being conducted.

Earlier in December, I received a survey request by post. Post that I received a call from a MOM officer requesting me to fill the survey. I had expressed to him my concerns : I was unfairly laid off by my former employer ANZ (not once but twice) in 2012 and replaced by foreign talent from New Zealand who had lost their jobs in other parts of the bank.

I had contacted MOM for help and MOM had refused to do anything at all. Since MOM had not helped me when I needed them the most, I had told the officer that I am not willing to participate in this survey.

Post that, I received another letter from MOM dated 5-Dec,REF XXX where I was strongly directed to complete the survey under the Statistics Act (Chapter 317) …. as outlined in paragraph 3 of the letter that I received. I find this to be quite dictatorial and unfortunate. On one hand, MOM refuses to help Singaporeans who are being unfairly retrenched and replaced by foreign talent by firms like ANZ bank.

I was left to suffer on my own with no absolutely no help from Government bodies like MOM and TAFEP. On the other hand, when you need to collect information, I am really disappointed to note that you are liberally wielding the stick of Statistics Act and making me comply.

This is absolutely not fair.

I would like to discuss my concerns and provide feedback to someone senior in MOM. I would really appreciate if you could please take my feedback in the right spirit and do something constructive to protect the local PMETs from errant employers like ANZ bank.

The survey form asks detailed questions like how long the person is unemployed and what are some of the reasons for the unemployment. It also focuses on training and how useful it is in helping the unemployed regain the re-employment edge.
