MAN JAILED only 2 MONTHS 2 WEEKS FOR SNEAKING INTO FEMALE TOILET TO PEEP AT WOMEN

MAN JAILED 2 MONTHS 2 WEEKS FOR SNEAKING INTO FEMALE TOILET TO PEEP AT WOMEN Post date: 20 Jan 2015 - 9:45am He was initially given a mandatory treatment order (MTO) for trespassing into female toilets and secretly looking at the women while they were in their cubicles but has his sentence increased to a two months and two weeks jail last Friday. Lim Keng Siong, 29, was given 24 months' MTO in October 2013 after admitting to six of 37 charges of insulting modesty and criminal trespass. MTO allows a person who is convicted to go for psychiatric treatment in lieu of jail time. But then the prosecution appealed so the High Court set aside the MTO in April last year. It wanted to look at more evidence. But Lim did not stop what he was doing. Just a month after he was released on bail, he went into yet another female toilet, this time at the Singapore Polytechnic, on May 12 last year. He then tried to secretly look at what an 18-year-old was doing inside her cubicle. But the girl, who was using a squat toilet, saw a pair of hands of the floor in the cubicle next to hers, so when she got out, she told her friends of what happened. They waited for Lim to come out and then followed him. When discovered, he kept apologising to the girls but they informed the security and the police was called. And in November last year, Lim admitted to two new offences. Psychiatrists were asked to testify on voyeurism and Lim's mental condition. The Institute of Mental Health consultant psychiatrist Stephen Phang's said that voyeurism is not an impulse-control disorder, which District Judge Shaiffudin Saruwan accepted. Dr Phang said that voyeurism is a "sexual deviancy" where the individual would have "unfettered choice" to decide on whether he would want to voyeur or not. Lim was previously convicted of offences he did at Jurong Gateway Road and SIM University at Clement Road, when he was also studying there. At Jurong Gateway, he had taken his mobile phone to film a 28-year-old housewife while she was relieving herself at a toilet there on October 15, 2012.
